At 1M units, ~$1.0–1.5M in amortized NRE adds roughly $1.00–1.50/unit. At 100k units it adds $10–15/unit — a strong argument for pooling volume across multiple Vendors on a shared reference design rather than each Vendor re-certifying a bespoke one.

Assuming a shared reference design (Foundation-published, Section 9-style program) at ~300k–500k units across 2–3 accredited Vendors in year one:

Conclusion: a $5–10 landed cost at meaningful scale is realistic with today's component classes, which puts the device in the same cost band as a basic feature phone or a subsidized SIM-and-handset bundle — affordable through subsidized channels, but very unlikely to be a comfortable direct-retail impulse purchase at full margin in the lowest-income markets. The spec should assume subsidized or bundled distribution as the primary channel, not direct retail, for the low-income-economy use case.
